Hello, Camilo. I’m not quite sure how they process such request. It’s better to check directly with the embassy, either via phone or personal visit.

  12. issa Avatar

Hi, Jamel. Having a friend in Portugal might ease the visa processing. But there are more requirements than that, like an international insurance plan, a healthy bank statement,etc.. Visitors are required to hold proof of sufficient funds to cover their stay and documents required for their next destination.Certain Visa regulations apply as follows: Visitors not holding return/onward tickets could be refused entry.

Just to thank the Portuguese Embassy in Abu Dhabi, UAE for the assistance given to me and my family in applying for the Portuguese Identity Cards. Will visit them soon once it comes through. The lady at the counter is very helpful and kind in answering any queries.

  74. Domnic Viegas Avatar
    Domnic Viegas

To those who would like to apply for a BI. You have to submit the following documents: 1. Original and copy of your birth certificate (assento de nascimento) 2. Passport copies – first, last and residence stamped pages (if Indian passport) 3. original and copy of marriage certificate (assento de casamento) 4. 3 photos with white background and 5. Process fees of 50 UAE Dirhams (some change will be given back)
You will be given a draft form to fill from the birth certificate. The lady will check and re-check the contents on the draft and then she will given you the original form which you have to fill without any mistakes – if any mistakes are make it will be rejected so be careful when writing. Hand over the original along with the draft to the lady for checking. If OK she will accept and will given a receipt. You will be called after 45 days to 60 days to colect the BI. Once the BI is issued you have to take an appointment to apply for the passport which is issued after 3 – 5 days. Appointment is given only in the afternoons. This the information I got personally when I visited the Embassy with my family last week. I am a resident of Bahrain.

Mariano Da Silva, if you had read my mail carefully you would have got the answer to your question. Usually it takes 45 to 60 days but sometimes more depending on their issuing office in Portugal but you need to call the office after 3 pm (UAE time) but before 5 pm and give them the reference number to check if it has arrived from Portugal. All BIs are issued in Portugal so it will take time but passports are issued at the Embassy after fulfilling some requirements personally. Hope this mail answers your question.

    Mr. Cyril Cardozo,
To apply for the Portuguese Passport you have to take an appointment from the Portuguese Embassy in Abu Dhabi, UAE. It can be done only after 3 pm. You have to be present personally with your BI. The necessary procedure will be done there like taking finger print, height (it is done even when applying for the BI). Fees I do not know how much they charge. The passport is issued in 4 to 5 days as per the lady at the counter said. Hope this answers your question.

  84. Domnic Savio Viegas Avatar
    Domnic Savio Viegas

    Mr. Constancio Fernandes
You cannot apply for the BIs for your wife and son without their presence. They have to be there as their finger prints and heights are taken. If you are in the UAE with your wife and son then it is easy for you to go with them and get the work done without any problems. Hope this answers your question.

Make sure all the name spellings and other contents of the documents are in order. As you know one alphabet mistake you need to run up and down to get the correction done so be careful. All the best. Rest you can follow my comments above.

    Mr. Agnelo Gonsalves,
Your uncle can definitely visit the UAE and apply for the BI provided all the documents are in order (check my earlier comments above). If all documents are in order then he will take only a day to apply for the BI. I also visited the UAE from Bahrain and got the work done so no problems in your uncle’s visit as long as there is no Portuguese Embassy/Consulate/Representative in Oman.

    Dear Issa

    Wonderful site Issa.. Thank you
For Dominic, I was at the Port Embassy in AD back in mid May ’12 when I submitted the birth certs of my kids born in Kuwait. I have my birth and my marriage directly done from Lisbon. Early Sept. now and I am clueless as to what is happening with the paperwork. Been trying to call the embassy for the past two weeks now with absolutely no one answering the phone. Been emailing them ever since and still no reply. Any Clues ? Is the Portuguese Embassy on an extended holiday ?
Was wondering, later on as a Portuguese Citizen.. If in case of an emergency, who am I supposed to contact for consular assistance ?

  88. Domnic Savio Viegas Avatar
    Domnic Savio Viegas

    Mr. Antonio,
The lady at the counter of the Portuguese Embassy in Abu Dhabi, UAE told me that they usually do not attend phone calls as they are very busy and I am a witness to the busy situation at the Embassy as many people come to the Embassy for personal and official work. You will have to contact them only after 3 pm and if, you are in the UAE then it would be better to go personally and find about your work. As for me I had to fly from Bahrain with a confirmed reply from one of the Embassy diplomatic staff that I could come there and get my work processed otherwise I had to fly to Riyadh, Saudi Arabia. From Riyadh all your papers are sent to and received back through DHL provided your documents are in order (no hassles and all work is done within a week) but in Abu Dhabi it is not the same. You have to present all documents personally. Well, contacting some one in case of emergency – I have no comments but I pray that your work is done as soon as possible and Good Luck for the future. God Bless.

    Dear Mr. Dominic
Thank you for your quick response. I’ve tried calling in the afternoons and still did not get any answer to my calls. In any case, I would just like to clarify. If I submit my children’s papers at the Port Embassy in AUD, how long would it take them to register the births in Lisbon ? My papers were submitted on the 3rd of May to be exact. The only thing is that I did not get any receipt or anything of that sort after submission. They said that they would get back to me. I live in Kuwait and going to Abu Dhabi would not be a problem provided I have something concrete to go back to. Is the embassy in Saudi Arabia still operational ? I heard that operations were shifted to Abu Dhabi.

    Dear Mr. Antonio,
You are welcome for any queries. I have been into this sort of Portuguese Passport process since 2004 and have gained much experience.
As you mentioned that you have submitted your papers on 3 May – where? through whom? If you have the answers let me know but be clear in the following information.
You cannot process your children’s papers as long as your birth and marriage are registered in Portugal and in return you will get original birth and marriage certificates (ie. assento de nascimento and casamento). Without these two certificates you cannot prove to the officials that they are your legal chidlren.
Portuguese Embassy in Riyadh is very much in operation. I had all my documents translated and attested there but went to Abu Dhabi to apply for the BIs which were accepted.
I can assist you in giving the addresses of both Portuguese embassies, their contact numbers and the person in Riyadh who looks after these work. I can also give you a lawyer in Portugal who did my work within 2 years ie My father-in-law’s birth, his marriage, my wife’s birth, our marriage and lastly my children’s births. Every one were amazed by our process progress where some people have been still waiting for their process.

    Dear Savio,
Please note any document issued in a foreign language has to be attested at the Ministry of Foreign Affairs (in your case in Kuwait – as you did it) and sent for translation into Portuguese (not English) as it is for the Portuguese Government. If you want it to be translated into English then it will be for yourself to know the contents of the certificate. You can get it done at the Portuguese Embassy in Riyadh, Saudi Arabia without flying to Riyadh as their work is all done through DHL provided all your documents are in order and error free. Hope this will help you.

I would recommend that you carry all your Portugese original documents to be on safer side, few photos, moneeeeeeeeeeey (don’t forget). They will take your height and finger print. That is all required. I know in Goa they need a lot. For your son’s BI refer to my mails above. Have a nice day!

I had one clarification, My wife already got her Assento de Nascimento, BI and her portuguese passport. Our marriage documents are still pending attestation in india (Portuguese embassy). Upon enquiry they said we can go ahead and apply for Assento de Nascimento for my children even before our marriage can be registered as my wife is already a portuguese national. They collected my wife BI copy, her Assento de Nascimento copy, Passport copy for my her and the kids along with birth certificate with portuguese translation of the same. my doubt can it be done this way?

secondly can you please provide me with the contact number of that reliable lawyer in portugal who did your work in 2 years.

    Mr. Willy,
You can apply, provided you have the original birth certificate (assento de nascimento).
Go to older comments of mine and you will get all the proper information on the requirements when applying for your BI.
If you are married make sure you get your marriage registered first, because on the BI there is a requirement to mention if married or unmarried or otherwise. If you are married and your marriage is registered then it will be good to apply for your children in future.
Hope you got the point. Bye and good luck.

Better late than never. If your documents are from Goa then you cannot process them from Abu Dhabi. You have to start doing it in Goa itself as there are many procedures you have to fulfil. First you have to collect documents to register your mother’s birth and she has to have a document issued during the Portuguese rule. Do you have it?

My wife is not eligible for the process due to many reasons though she is Goan. However, is it more prudent to get our marriage registered first before applying for BI? or can it be done latter after getting the BI? Is it an issue if I register my marriage later? Dear Nancy,
If your husband got the marriage registered in Portugal excellent. Did he apply for the BI? First apply for the BI and then apply for the Passport. You can apply for the BI and Passport at the Portuguese Embassy in Abu Dhabi, UAE.
Make sure he has the original birth and marriage certificates (assento de nascimento and casamento). He will need them when applying for the BI.

  114. Domnic Savio Viegas Avatar
    Domnic Savio Viegas

    Mr. Brian,
Your birth is registered you said – good. Do you have the original birth certificate (assento de nascimento)? It is wise to register your marriage first before applying for BI. Now register your marriage. You will need the following:
    1. Your original assento de nascimento
    2. Your wife’s original birth certificate
    3. Her original and copies of the passport pages
    4. Marriage certificates from Civil and Church (if certificates are issued in Goa then do the needful in Goa itself like attestation at the various Govt. offices, Portuguese translation and attestation at the Consulate and then send to Portugal either personally or through a lawyer or through the Consulate-whichever way you did your birth)
Once your marriage is done then you can apply for your daughter’s birth which will not take much time.
Being a Goan does not entitle you for the process provided you fulfil all the necessary requirements. Once your marriage is registered your wife is automatically registered in the system but not entitled for a BI or Passport now. May be in future after certain years.

    Domnic Savio Viegas

    Hi Nancy,
To get your son’s birth certificate to be attested at the Portuguese Embassy either in Riyadh or Abu Dhabi you need to do the following:
    1. Get a fresh birth certificate (not more than 6 months old).
    2. Attest it at the Kuwait’s Ministry of Foreign Affairs
    3. Send the attested birth certificate along with his original passport and passport copies, copies father’s birth and marriage (assento de nascimento and casamento) certificates to either Riyadh or Abu Dhabi. To Abu Dhabi you will have to go personally but to Riyadh you can send the documents for translation into Portuguese and attestation through DHL. DHL handles embassy documents.
If the birth certificate is in English or Arabic it has to be translated in to Portuguese and it is done at the Portuguese embassy in Riyadh or Abu Dhabi. I got all my documents done from Riyadh through DHL. I recommend since you are in Kuwait send it to Riyadh. For further details email me for address and contact No. and person.

If yes, it will be easy for your process provided your parents names are correctly spelled in your birth certificate and passport.

    Mr. Noronha,
Depending where you were married? In Goa or outside Goa (within India) or outside India?
If in Goa or outside Goa (within India) then you will have to get your documents done through the Portuguese Consulate in Goa.
To register your marriage you need the following documents:
    1. Your original birth certificate (assento de nascimento) and it’s copy – which you said you have got registered and must be having the original copy
    2. Your wife’s orignal fresh birth certificate from Dubai’s Ministry of Health. (check below the process to get it done)
    3. Original and Indian passport copies of the relevant pages with her full details and the last page with your name and her parent’s names (made sure the names are correct in her birth, marriage certificates and passport.
    4. Marriage certificates (civil and church)

For No. 2 above- apply for a fresh birth certificate from the Ministry of Health from Dubai, UAE.
    – take it to the Dubai, Ministry of Foreign Affairs for attestation
    – take it to the Portuguese Consulate in Abu Dhabi for translation into Portuguese and attestation

Now, I want to know where you got married? Depending on that I can guide you.

Apply for your BI only after your marriage is registered in Portugal and you get the original Assento de casamento.

Hope it is clear from my side. Good luck

    Hi Maria,
Congratulations! Yes, you can apply for the Portuguese Passport in Abu Dhabi, UAE but you have to take an appointment for it and once you apply, within a week you will get the Passport.
Portuguese government allows dual passports but Indian government does not allow so you will have to cancel your Indian passport at the nearest Indian Embassy. You will be given a letter stating that you have given up your Indian citizenship which you will have to attach with the required documents when applying for the OCI card. Apply for the OCI card through on line. Fill the OCI form with correct details (take two copies of it) and present it to the Indian embassy official. once it is accepted you will be given a receipt and may be between 45 – 60 days or veven less or more you will receive a call to come and take your OCI card.
Hope it explans your question? Good Luck.

    1. Do you have the original assento de nascimento and casamento of your parents?
    2. Have you registered your birth in Portugal?
If yes, do you have the original assento de nascimento to proceed to register for the BI?
If no, how can you apply for the BI if you do not have a proof to show that you a Portuguese.

I have my parent’s birth and marriage registered in Portugal and now i want to put my birth for registration. Hi Tony,
You will have to ask someone in Abu Dhabi to get a fresh original birth certificate and do the needful. Even if you had to register your birth in Goa you still need an original fresh birth certificate from Abu Dhabi. A lawyer from Portugal will also ask you to do the same as I mentioned. You will have to get the freshly issued birth certificate from Ministry of Health in UAE, attest it at the UAE Foreign Ministry and give it to the Portuguese Embassy in Abu Dhabi for translation and attestation. You can then carry on with your work through the Portuguese Consulate in Goa

    1) I have my original assento de nascimento, is it possible to apply for my BI and register my marriage at the same time? Or in case I apply for my BI before registering my marriage what is the additional process I would have to go through to get my sons birth registered?
    2) Do they keep our passports for the process?
    3) The certificates I have are in Arabic and attested by foreign affairs, can i take these to the embassy in Abu Dhabi to get them translated to Portuguese?

    Mr. Pio,
    1. I would highly recommend you to register your marriage first and then apply for the BI. Once your marriage is registered in Portugal and you get the original assento de casamento you can go forward to apply your children’s birth so register your marriage first.
    2. You can apply for the BI before marriage but in your BI it will be mentioned that you are single.
    3. No passports are kept
    4. You can take the documents to the Portuguese Embassy in Abu Dhabi for translation and attestation as you have done the important attestation at the Foreign Affairs.
    Hope you got the answers

    Just for your Information.
Indian Govt. charges @ US$ 125/- as fine for every use
of indian passport after getting foreign citizenship.
thats is after your birth is registered ,you are a Portuguese
citizen. so while surrendering the Indian passport all
these trips are calculated .any other misc. service done on
Indian Passport is also fined at the same rate.

    Hi Domnic,

All your posts have been very informative & helpful. I have few questions.

    1) My husband who has received his original assento de nascimento, is planning to register our marriage at the Portuguese embassy in Abu Dhabi before applying for his BI. At the time of registering, does both husband & wife have to be present at the embassy?

    2) I understand only after our marriage is registered, we can register our son’s birth, right? So how long does marriage registration take? What are the fees to register the marriage?

    3) At the time of our son’s birth registration, is the presence of our child required at the embassy or can the father do the procedure for him?

    Thanks

  162. Domnic Avatar
    Domnic

    Hi Merlyn,
    My answers
    1. Firstly, where did you get married? In India or outside India? If in India then you will have to get the documents attested in India at the Portuguese Embassy/Consulate in New Delhi/Goa.
The documents must be translated and attested at the various Indian Govt. offices first and then present them to the Portuguese Mission for attestation. Then you can either send them to Portugal through the Portuguese Embassy/Consulate, going personally to Portugal or through a lawyer (need a lawyer I can give one).
Marriages are registered in Portugal and not at the Embassies/Consulates.
No need for both to be present as long as the documents are in order. Either one can go but they ask for the original
passport of the spouse (ie yours Merlyn to check if your husband and parents names are correct as per your birth certificate).
    2. Yes, your marriage has to be registered first as you will be registered as a spouse and your child will be a legal child as per the documents but make sure all the contents like name spellings and dates are correct.
Regarding the fees it depends how you want to get the work done, through Embassy/Consulate, personally or lawyer. Which ever way is good for you.
How long it takes – I can’t say but for sure the work will be done soon as the main document is already registered (your husband’s birth). A lawyer can get the work done faster as long as the required fees are paid.
    3. Your child is not required to be present personally but orignal documents are needed as I said in the No. 1 in your case (passport and birth certificate). It is easier to get a minor child’s birth registered once father/mother birth and their marriage are registered and the BI for a minor child (below 18) is free of cost. Where was your child born? If outside India, it is excellent and easier.

  163. Domnic Avatar
    Domnic

    Hi Merlyn,
I mean to say as stated above
(ie yours Merlyn to check if your husband’s name in your marriage certificate and his assento de nascimento are correct and parents names are correct as per your birth certificate).

I am based in Mumbal and I got my assento de nascimento from portugal. The Goan consulate takes 6 to 7 months for getting a BI appointment. Can I visit Abudhabi or any other Gulf country to get it done faster and how long will it take and what documents are required.
    Thanks, Ivena.

  175. Domnic Avatar
    Domnic

    Hi Ivena Coutinho,
You cannot apply for the BI outside India if you are residing in India. You can either go to the Portuguese Consulate in Goa or Embassy in Delhi.
You can only apply in a foreign country if you have a resident permit of that country or countries under the juridiction of that Embassy like Kuwait, Bahrain and Oman. You cannot apply if you are a visitor to one of these countries as they check the residence permit. You have to make two trips to the embassy for applying and collection after 45 – 60 days.
Since you have your assento de nascimento why don’t you fly to Portugal on schengen visa and get all your documents ready in hand like Billette, ID chip card and passport. That is better if you are in a hurry.
You need only the assento de nascimento original certificate and in person you ahev to be there as they will take your finger prints and height. Also 2 photos are needed along with the fees.

    b) If no, how can the lawyer in Goa ask you to get your children’s birth certificates first
Just clarify this, please then only I can guide you.

  186. Alvin Braganza Avatar

    Hi Ivena,

When your Birth is registered i.e. you receive the Assento de Nascimento Number – you become Portuguese. Since the wait times in Goa is much higher than any other Portuguese Consulate in the world, it is advisable to apply for your citizen card & passport directly from Lisbon, Portugal by going there in person. Apply for a Schengen Visa from the Spanish Consulate on the basis that your travelling to Spain for a holiday. They issue three months visa which entitles you to travel anywhere in Europe. First land in Spain & then travel to Lisbon after a day.

Travel to Portugal and get your Passport as well as your Portuguese Smart Card (like Bahrain’s CPR). Apply for the visa at the French Embassy with all the relevant documents

Me too was told by the Portuguese Embassy employee in Abu Dhabi to get the BI, Smart Card and Passport done through Riyadh but I was fortunate that I flew to Abu Dhabi (August 2011) after getting a confirmation reply from one of the Portuguese Embassy official as he had agreed to accept my application for the BI ( I had carried the e-mail reply). Now that you are told to approach Riyadh you will have to e-mail them about your case.
I would suggest you to fly to Portugal and get all your work done within days if it is possible instead of making several trips for applying and collecting for each work.
You presence is needed all the time to get your picture and finger prints.

In a week to 10 days you will get the passport – personally or through courier that you will have to find out from the Portuguese Embassy. The Embassy will provide you with 2 letters – one for the Oman Govt. to transfer your Residence Permit from Indian passport to Portuguese passport and the other letter for the Indian Embassy informing them that you have been issued a Portuguese passport (ask for it if they do not issue).
First transfer your residence permit when you go back to Oman. Then go to the Indian embassy and surrender your Indian passport for cancellation along with the letter from the Portuguese Embassy and copies of the two passports. After a week or so the Indian embassy will issue you a letter and the cancelled Indian passport.
You will have to apply for the OCI in Oman itself as you are a resident there. Fill the OCI form through the website as per your Portuguese Passport contents and take 2 copies of the filled form. Submit the two copies then to the Embassy along with all original and copies of documents like Portuguese and Indian passports, letters from the Portuguese and Indian Embassies, photos, money. After 45 to 60 days you will be issued the OCI card (or may be earlier).
Hope my explanation is clear. Have a nice day!

    Dear Domnic,

Thankyou so much for the information.

I called the portuguese consulate in Abu Dhabi, they informed me that Muscat does not come under the jurisdiction of Abu Dhabi consulate hence residents of muscat cannot apply for a portuguese passport in Abu Dhabi. he said to find out either in Qatar or Saudi. kindly please help me to find out whether we can apply for a passport in Abu Dhabi. if not then which GCC country.

Secondly, i have got a new job in muscat hence i want to cancel my present visa, leave the country, collect my portuguese passport and then enter muscat on a new visa stamped on the portuguese passport. can you please let me know what is the correct procedure in this case.

Awaiting your reply. once again thankyou so much for the wonderful piece of information.

    Fernandes.

    Mr. Fernandes,
If Muscat does not come under Abu Dhabi then it will be Saudi Arabia. Call 0096614826964.
If you cancel your present visa then you will not be able to enter any of the GCC countries. Only people with valid RP are allowed. You should get your Portuguese Passport first and then do the needful in Oman itself as I wrote last time. Do not rush into doing things all at one time.

    Dear Domnic,

Suppose i take a schengen visa here in Oman instead of going to any GCC, cancel the present work visa and move to portugal, collect my portuguese passport in portugal and then send the new portuguese passport copies to my sponsor in oman to get the visa. is it possible?

    Fernandes

  229. Domnic Avatar
    Domnic

    Mr. Fernandes,
You can. That is what everyone is doing. Make sure at the time of applying for schengen visa attach copies of your birth and BI to make it easier for approval. I think French Embassy accepts visa application for Portugal. Just check. You can also collect the passport and travel back on Indian passport and do the cancellation of Indian passport, transfer of visa and OCI in Oman.

    Dear Mr.ISSA,

It was quite nice of you to start this blog, Please if you dont mind helping me some queries which shall be useful for my process of obataining the Passport,

I am residing in Kuwait basically from India.
I have got my BI (Bilhete de Identidade) issued from the Portuguese Consulate in Goa. I would like to obtain my Portuguese passport and hence would very much appreciate any help\advice on my queries.

    1. Since I have collected my BI from Goa, can I approach the Portuguese Consulate in AbuDhabi to obtain my Portuguese passport?
    2. Do I have to take a prior appointment from the Consulate in AbuDhabi for the
    Passport?
3.Do I have to travel in person to AbuDhabi or can be done thru e-mailing and courier?

    Thank You in advance.
    God Bless.

    @N. Figueiredo
1 -Yes , you can. I know of someone who has got their BI from Goa and applied/obtained their Port passport from the Consulate at Abu Dhabi
2- Yes you will have to take an appointment with them prior travelling.
3- Yes you will have to travel to AbuDhabi in person as they will require you for your fingerprints and an on-the spot photo through their biometric system which they will then send to Lisbon,Portugal who in turn will courier the issued passport to Abu Dhabi which normally takes between 5-10 days. You can then authorize someone to collect the passport on your behalf or use DHL’s passport delivery pack which will be delivered to you in Kuwait for a fee of KD 25/-

On that note , if you intend surrendering your Indian passport and transferring your Kuwait work residence onto your Portuguese passport , you will also need an NOC from the Consulate in Abu Dhabi which will need to be attested by Foreign affairs UAE. You will have to make your own arrangements to have them attested though.

    Ced

  239. Ced Avatar

    @Paulo J Fernandes
For the BI in Abu Dhabi , you will need to show them your 1- Original assento de nasimento (birth certificate)
    2 – Indian passport
3 – residency page on your Indian passport
You will need to take a photocopy of each of the above as this is required for submission along with your application. On the application you will be asked to fill your personal information and hand over 3 photographs 4cmsx3cms in size with white background.
They will take your thumb prints along with your signature on the application form and on the card which you will receive between 45-60 days.
The charges for BI is approx 43.5 Dirhams.

    Regards,

    Ced

Thanks for the reply. Now can you tell me if they will check the last page of my Indian Passport, as my mother’s name is wrong in there but I have a Divergency certificate.

    Thanks.

  241. Ced Avatar
    Ced

    @Paulo J Fernandes

Yes , they do check the last page of your Indian passport as both your mother and your father’s names are required to be mentioned on the backside of your Bilheite under the “Pais” section which is “Parents”.

I reckon you should not face issues with the name since you hold a divergence certficate for the same , however your best bet is to reconfirm this with Abu Dhabi prior to you travelling there.

Have a look at a sample of the backside of the BI to give your a better idea of the information required on the BI.

Would I be subjected to go through the entire process of going through a driving license test now to change my nationality on my driving license or would they issue it with no problems whatsoever.

I got my assent de nascimento (birth ) registered and now plan to apply for BI. As informed earlier there a mistake in my mother’s name in my Indian passport. Infact it is quite a big mistake on our part. At the time of renewal I used her commonly used name instead of the name in the birth certificate. Now I don’t know how the agent got the assent. But now to apply for BI if they check the last page there will be problem or no. And can you explain to me how to get this corrected in Indian passport here in Dubai .Will appreciate your information on this.

    Thanks.

you can do it in Portugal but how long do you intend to stay there
to complete the two processes which are handled by two different offices.
Alternatively, you can do it yourself sitting at home provided you have in order the required documentation and attested by the involved Portuguese consulates.
